Partnership

National Taiwan Ocean University (NTOU)

Subproject PI: Tai-Wen Hsu

Subproject: Sea State Simulation Analysis – Safety Assessment of Offshore Substructure under Oceanic Forces

Outlines:

NTOU’s tasks involve 1) Collection of the oceanic and meteorological data around the wind farms in the Changbin water; 2) Derivation of wind, wave, and current patterns accordingly; and subsequently 3) Safety assessment of wind turbines under various climatic conditions.

National Cheng Kung University (NCKU) / National Kaohsiung University of Science and Technology (NKUST)

Subproject PI: Jiun-Jih Miau / Yuan-Shiang Tsai

Subproject: Research on Metocean Characteristics of the Taiwan Strait

Outlines:

Attributed to the Taiwan Strait’s location in the region between the tropical and subtropical zones, the Strait is subject to typhoons in summer seasons and monsoon wind in winter seasons. Extreme wind speeds associated with typhoons and monsoon wind impose offshore wind turbines to risks. In this context, site-specific wind properties, such as atmospheric turbulence, gusts, and wind speed profiles, are the research emphases of the subproject.

Tamkang University (TKU)

Subproject PI: Jen-Mu Wang

Subproject: Wind Tunnel Tests for Evaluating Normal and Extreme Wind Conditions and Induced Aerodynamic Loads for Offshore Wind Design

Outlines:

Tamkang University project team undertakes two phases to establish wind profile models for evaluating normal and extreme wind conditions targeting wind farms in the Taiwan Strait. In Phase one, tunnel tests are designed to investigate on-situ wind properties and pitch angle-related parameters for CFD model development. In the second phase, the tunnel tests’ results are used to calibrate and verify the developed CFD model.

National Center for Research on Earthquake Engineering (NCREE)

Subproject PI: Yu-Wen Chang

Subproject: Seismic Load Evaluation for Offshore Wind Design

Outlines:

Earthquake-induced seismic shock and soil liquefaction can severely affect the operation and stability of wind turbines. Therefore, this subproject is aimed at guideline establishment for offshore wind seismic design. To achieve this goal, NCREE employs seismic hazard analysis and conventional soil liquefaction assessment methods and proposes earthquake-resistant design guidelines and liquefaction assessment procedures for offshore turbines.

Institute of Nuclear Energy Research (INER)

Subproject PI: Chin-Cheng Huang

Subproject: Evaluation of Domestic Load Combination Scenario: Applicability and Utility of Large Offshore Wind Turbines at the Taiwan Strait

Outlines:

INER focuses on a reference turbine model of DTU 10MW and conducts a comprehensive survey on design load combinations and support structure design. Variance analyses are conducted to compare the local metocean design parameters under normal and extreme weather conditions with the recommendations implied by most foreign standards.

CECI Engineering Consultants, Inc.

Subproject PI: Shu-Chen Wu

Subproject: Jacket Type Support Structure-Design Process, Detail Study, and Sensitivity Analysis

Outlines:

Situated at an earthquake and typhoon hotspot, Taiwan should definitely take into account shock and severe wind impact for all wind turbines installed offshore. This sub-project focuses on jacket-type support structure to explore the offshore wind design process and detailed study various design load cases and parameters. It is expected to provide a sample case for offshore jacket-supported wind turbine design.

Sinotech Engineering Consultants, LTD.

Subproject PI: Wei-Chao Hsu

Subproject: Monopile Support Structure-Design Process, Detail Study, and Sensitivity Analysis

Outlines:

Situated at an earthquake and typhoon hotspot, Taiwan should definitely take into account shock and severe wind impact for all wind turbines installed offshore. This sub-project focuses on monopile support structure to explore the offshore wind design process and detailed study various design load cases and parameters. It is expected to provide a sample case for offshore monopole-supported wind turbine design.

V3 Ltd.

Subproject PI: Ming-Te Lu

Subproject: Construction of Site Investigation and Design Database for Taiwan’s Offshore Wind Power

Outlines:

This sub-project engages inter-ministerial cooperation for collecting near real-time and long-term observation data regarding marine meteorology, geology, and marine ecosystem. The final goal is to provide reliable data resources and a robust database platform for design, project development, and project certification.
